[Bug Bash] The readme.txt is shown on the left of PM UI window instead of the “README” tab in the PM UI after installing the package “Castle.Core” #13925

Worked before?

It’s not a regression since it is a new feature.

Impact

It bothers me. A fix would be nice

Repro Steps & Context

Details about problem

NuGet Version: Dev\6.13.0.63
VS Version: Main\35513.67
OS: Windows-11-Enterprise-23H2

Notes:  

  1. The repro rate is 100%. 
  2. Clicking the refresh button doesn’t work.
  3. It’s not a regression since it is a new feature.

Repro Steps:   

  1. Create a “C# Console App (.NET 9.0)” project.   
  2. Right-click the project in Solution Explorer and select "Manage NuGet Packages…" menu item to open the PM UI.   
  3. Click “Browse” tab and select the source “nuget.org” from Package source drop-down list.
  4. Install the package “Castle.Core” and switch to “Installed" tab.

Expected Result:

The readme file should show in the “README” tab in the PM UI.

Actual Result:

The readme.txt is shown on the left of PM UI window instead of the “README” tab in the PM UI as the screenshot below.
