Capsule taters should eventually break

Currently, capsule taters will break only when collected, meaning that a lucky tater will not produce another capsule tater until someone without the current capsule tater collects it. To fix this issue, capsule taters should break after an amount of time that allows a user to collect it without it being left behind.
