/message formatting permission nodes issue

What is the bug?
Formatting permissions nodes for /message (nucleus.message.colour, nucleus.message.style, nucleus.message.magic etc) are being checked but not enforced.

What version of Nucleus are you running?
Nucleus-2.3.1-SNAPSHOT built from commit 42529de

What version of Sponge are you running?
Recommended (7.3.0)

To Reproduce
Steps to reproduce the behavior:

1. Make sure you don't have the listed perms set to true, or manually set them to false
2. Do "/m &a&ltest" (or any color/style codes) and the formatting should still go through

Expected behavior
Expected behavior would be for the styles/colours to not be formatted
