[16.0] account_statement_import_online_ofx: README mention inexistant URL https://ofxhome.com/ #716

The first paragraph of the README of the module account_statement_import_online_ofx for v16 refer to the https://ofxhome.com/ which doesn't exist, cf https://github.com/OCA/bank-statement-import/tree/16.0/account_statement_import_online_ofx
I don't know anything about this module, so I don't know it the service is dead or if the URL is just wrong.

It seems ofxhome.com changed hands and was expected to carry on as before but seems to have gone offline. The last capture on the wayback machine is from 24th February 2024 https://web.archive.org/web/20240224065325/https://ofxhome.com/

I emailed the new owners requesting information. It's not only a matter of readme, there is some code that appears to import basic information about OFX institutions from a web api on that domain. Maybe all this is not needed anymore. #695 was about migrating to version 17, maybe the author did some research about this topic.

Indeed, all the import functionality is optional. According to the README, you can set up your own providers. Since users aren’t reporting any issues, I believe we can safely remove all the outdated documentation and code. A quick search, with the help of ChatGPT, didn’t reveal any alternatives.
