Add an independent config file region specific

Is your feature request related to a problem? Please describe.
Currently, there is one global config file, but other regions might want to use other parameter settings. And it would be nice if every region directory could have a config file with its specific settings, rather than having commented code in the config file. This way, there is also no duplication/commented code.
