Analog zu OPUS4/application#1125 sollte die benötigte Apache Solr Version nicht bei jedem Build von dem GitHub Actions Workflow neu heruntergeladen werden müssen sondern gecached werden.

Zusätzlich sollte der Solr Download Resolver verwendet werden, um Downloads der aktuellen Solr-Version zu beschleunigen.
