在目前的代码中，webhooks controller中存在TODO，完成这个TODO即可。
主要逻辑是当pr被merge后，github会发送一个post请求到114.115.206.8:8080/webhooks。任务需要解析这个Post请求，
1）是否是合法的Post请求
2）得到这个被merge的pr的评论，看关联了哪个issue。
3）访问该issue，得到其labels。

领这个任务的人需要测试服务器114.115.206.8的部署权限，可以跟我联系。
