Problem description

Microsoft announced today a brand new way for WSL images to work. Instead of creating appx packages, now regular tarballs with some extra configuration can be used to create .wsl archives. Microsoft documents the full definition of this new format.

We should add a new "wsl" image type that handles this new format, derived from our tarball format with some extra declarative metadata.
