Update Contributor's Guide

The current Contributor's Guide is confusing because it contains materials that are only applicable to GSoC 2022. But other parts of the content are appropriate and very useful in an actual contributor's guide.

Let's preserve the current version under docs/GSoC and make a new version that is general applicable that will show up at the docs root level.
