Extend /gsoc command to show previous years GSoC projects information

Currently /gsoc --help command really helps get started w/ GSoC basic information.

Describe the solution you'd like
Let's extend it to accept args like /gsoc 2024, /gsoc 2023 to show information about previous years projects (we've recently tagged projects for years 2020-2024 with gsocYYYY custom tags)

Additional context
The data can be fetched from the DB (no need to go to Algolia for that). It could be a good idea to create a function or a static method of Project model to get a list of projects by year.
