Condensing the template a bit to demonstrate the issue. I think the Example Attack Scenarios should change .... see below:

Common Examples of Risk

  1. Prevention Step 1: A step or strategy that can be used to prevent the risk or mitigate its effects.

Look at the picture. The last section's template is different than the how to prevent section. 1. Versus 1: and a few other minor differences. It's a nit pick
