Incorporate odtf in ods_tools

Issue Description

Open Data Transformation Framework ODTF can be used to convert catastrophe model exposure data from one data format to another.

It could be incorporated in ods_tools, while removing the features that would not be useful there (e.g. UI), so that a new command, for example ods_tools transform, can be used to convert exposure data between formats.
