Initial public Slocum Glider python processing toolbox from OceanGNS
We thought we should allow others to benefit from this toolbox and stimulate discussion around this implementation.

Our toolbox has versatile functionality, is a minimal implementation in python and bash.
Functions include:

• Multi-core processing
• QC and QA flagging from US QUARTOD https://ioos.noaa.gov/project/qartod/
• Built-in dictionary from US IOOS GDAC v3 for metadata handling
• New metadata standards can be implemented and specified during processing
