We got the below response from the engineering team. The bug is closed as it is by design.

submitted dates are not localized by design. This is a standardized format we use to align with Adaptive Card SDK - Schema Explorer | Adaptive Cards. Even in the Schema Explorer, the submitted date is set to YYYY-MM-DD. Additionally, the value properties must also be in the following format YYYY-MM-DD, as listed explicitly in the Adaptive Card SDK.
