Ask an Expert and Submit Feedback not working

Post submission of Ask an Expert and Submit Feedback card, the bot is not able to communicate it in the teams channel.
In application insights I am getting the following message:
Error processing message: Operation returned an invalid status code 'Forbidden'

We have also checked a similar issue on stack overflow but it involves a different resource i.e. Key Vault
