Bump pystac dependency?

We currently have this pystac~=1.8.0 dependency:

openeo-python-driver/setup.py

Line 76 in dc42096

"pystac~=1.8.0",

pystac 1.8.x is however pretty old/outdated (latest version in that branch is 1.8.4, which is from September 2023) so we're missing out on recent (py)STAC developments and support.

@bossie is there also a technical reason you pinned the dependency down in 8cecdaf ?
