Feature Request: Auto-close spam bot PRs #31

Once in a while, a spam bot would open a PR trying to merge stable to master within the same repo (e.g., astropy/astropy#7855). I have seen this repeatedly from 3-4 different spammer accounts. Would be nice to arm our bot to auto-close these PRs and add labels "Invalid" and "closed-by-bot".
