Tests on main are failing with this.

I'm puzzled by this one ....

• I can't reproduce it locally.
• When I put some temp commands into github runners I can't see any evidence that 'cove.input.templatetags.cove_tags' even exists. https://github.com/OpenDataServices/lib-cove-web/actions/runs/5875944959/job/15933131079
• I tried downgrading all the python packages to the previous versions that worked on GH actions and still broken.
• It's exactly the same version of Python
• Removing caching stuff doesn't help (wouldn't expect it to, as it caches pip but running out of ideas)
• swapping order of pytest and migrate didn't help (seeing some __pycache__ finds I wasn't totally sure about)
