For example, in the working draft of our site, when someone uses the navigation menus to select: Creswell / Basic Needs / Laundry
the page is empty, there are no providers in Creswell that offer help with laundry. Or, another case: Lowell / Care / Family Care Services

When it's an empty screen, it's possible for someone using the site to think something is wrong with the website. In the event that no resources are available for a particular selection when using those navigation tools in the menu bar: what should the screen display? This could be an opportunity for advocacy, maybe the screen could display a call to action: list the State House Representative for Lane County with a prompt to call and leave a voice mail. Or would the call be to an agency at the county?
Another thing to consider: What are the alternatives, if no resources are found? And how can the information about a missing resource be relayed back into the referral network so providers can track that and look at how to make those resources available? And so who should receive the message about a missing resource, the social workers who maintain the database, or the people who represent the needs of their constituents at the legislature, or the county government?
