By default the pheonix socket has a 10 second timeout.

This means that if any messages don't get a reply in 10 seconds, there's an error. This is particularly sensitive on the claim event

Increasing the timeout isn't a good long term answer to our load problems, but we should be good citizens and allow this timeout to be configured.
