Provide an english translation

To increase the usability of the site for the international participants of the Congress, I propose to add an English translation to the page.
I started by translating the current content:
https://github.com/INCO-devel/oio.social/tree/english
It is currently just a 1:1 copy of the site, translated into English.

The following steps are needed from my point of view:

• Decide that an English version shall be implemented
• Decide on how to integrate the translation into the site and implement it
• Review the translation of the general sections
• Review the translation of the assembly descriptions by the assemblies themselves
• Decide on a workflow for new content (who is responsible for the translation, the author or a translation team)
• Ship it.
