open-logic-defer should offer more options

• open-logic-defer can only print the list of problems at the end of a chapter. Add options for: end of part, in its own appendix?
• Customize the name of problems (Exercises, etc.)
• Level of Problems section
• We use the answers package but there may be a better solution
