Test BaseModelica export and import

As discussed in OpenModelica/OpenModelica#12135, In order to test BaseModelica import/export capabilities, we should create a master-basemodelica on-demand job which runs the library testsuite (only supported libraries), by first generating BaseModelica output with --BaseModelica for every model which has the StopTime annotation and then compiling and simulating it.
