There's sometimes a need for a permanent reference to all versions of a given dataset, rather than a specific version.

Describe the solution you'd like
Currently we mint a DOI for each version created. In addition, we should create a DOI for the dataset as a whole when the first version is created. This will link to a page showing a listing of versions and the DOI for each version. This way it is clear the DOI used did not refer to a specific version.

These will be OpenNeuro only, not added to the dataset itself. If that's desirable for a particular dataset, it should be added to the dataset itself.

Describe alternatives you've considered
Not implementing this encourages referencing specific versions.

Indeed it would have been nice and would follow Zenodo's strategy to have DOI pointing to the most recent version. It could be simply 10.18112/openneuro.{dataset_id} without version appended. We are aiming for the same in DANDI archive. The design document we are pursuing is
