Staging: fixed price issue status claim available #1854

Once one PR has been merged for a fixed price contract the status "claim available" is good on the contract page itself but in

the bountylist
and 2) the contract page but for another github account
=> it still shows as "ready for work"

Just noticed a claimed / closed fixed price contract still shows ready for work even for the person who claimed
