point of order button vanish if list LOS is closed / should be grayed out

Description: The point of order button vanishes if the setting Restrict point of order actions to open lists of speakers is activated and the LOS is closed. In comparison the normal add me to LOS button is grayed out or provides the option to remove the user from the LOS.

Reproduction:

1. open a meeting
2. open agenda > create an item > project the item
3. open settings > List of speakers > point of orders > activate settings Enable point of order and Restrict point of order actions to open lists of speakers > save it
4. go to autopilot > add yourself via point of order button to LOS > close LOS > point of order button will vanish

What should happen:

• The point of order button should be visible when the LOS is closed.
• ALSO it should work like the add me Button and give a user the chance to remove him-/herself from the LOS if the list is closed.
• This behavior should also work, if all three settings in _settings > List of speakers > point of orders > activate settings Enable point of order and Restrict point of order are activated.
