Description:
Independent from the decided default visibility for new agenda items (public/internal/hidden), the default visibility for new agenda items is public if they are added via motion-detail-view or hidden if they are added via multi-select

How to reproduce:
visibility public:

  1. in meeting > settings > agenda settings > set "Default visibility for new agenda items (except topics)" to internal or hidden
  2. create a new motion/election
  3. three dot menu of the motion/election > add to agenda
  4. navigate to agenda > visibility of the motion/election is public
    visibility hidden:
  5. in meeting > motion-list < multi-select
  6. select a motion and choose "move to agenda item"
  7. motion is hidden

Potentially wanted behaviour:
the default visibility from agenda items should follow the decided visibility

Do you mean the setting "Default visibility for new agenda items (except topics)"? Can you provide steps to reproduce? If I create a new motion, the default visibility is automatically selected. If I create a new topic, the default visibility is public independently of the setting, as the label indicates. From my perspective, everything's working as intended.

added a new case where the default visibility is not used for motions.
The case was detected in #3036
