Motion detail view: Star- and Cam-Icon new position #2620

Description: In the motion detail view in line with the title, the star- and cam-icon are in the wrong position. Currently they are placed on the right side. This position is wrong.

Example:

Reproduction:

  1. open a meeting
  2. open motions > create a motion
  3. open the motion -> check position of star- and cam-icon

What should happen:
From my perspective, the icons should be placed right behind the title of the motion. This would refer to old layout of OS3. But I'm not sure, if this would be the best position.

@Eich-hoernchen : Could you please check this from UI pespective, what could be a good position of the icons?

As discussed: The icons should be placed right to the motions title.

If the icons will have the same position as in OS3 behind the headline, the icons will be flutter. It depence on the length of the headline. The icons should have an absolute position on every device. I'll make a mockup for a better understanding.

Here are some mockups for explaning. The icons are more in focus on every device now.

Only the three displayed icons should be present.
the LoS and the project option should be removed from the three dot menu.
If a participant is allowed to interact with the icons, then they should be interactive, otherwise they should just represent the current state (e.g. if a motion is projected or if LoS is closed or not) of the options.

star/camera/los icon should be in accent color; not sticky in mobile view
