Multi-line change recommendation cannot be projected

How to reproduce:

1. create motion with multiple lines
2. create amendment to the motion
3. create change recommendation to the amendment which changes the same lines (e.g. if the amendment adds a line after a paragraph, make the change recommendation add a line there as well). Important: select multiple lines! Single-line change recommendations seem to be projected correctly)
4. no matter in which mode you project the amendment, the change recommendation is not projected

Re-Tested:
The issue still occurs in a slightly different outcome. The change recommendation is displayed via Diff Version, but the base for the Diff Version is the motion, not the amendment.

@emanuelschuetze We should clarify, what should be the base for the Diff Version; the motion or the amendment content.
