Organization level - Tags: small info improvement

Description: The tags menu on the organization level could need a small improvement to clearify the usage of the tags. The tags menu on this level is only for the orga level and not for global usage. On comparison, the design menu is used for global settings. This is a bit misleading and inconsistent.

What should happen:
It would be good to add a small hint to the tags menu, which includes the purpose of the menu and where the tags could be used.

Idea:
Add a small ?-Icon right to Tags in the menu. By hovering over it, an information will appear with "Tags for this setting can only be used on organization level."
