Add Events to TeamComments, PickSome extensions

The PickSome and TeamComments extensions don't write out to the Recent Changes for security reasons, but users may want to still capture those events on their own. Create new hooks that these two extensions fire upon actions.

After that, create a specific macarthur page that listens to these hooks and captures the data in some database that is put on a Special page. This could be an extension, or just something that's loaded up by LocalSettings.
