Allow a configuration option for users with no group

Right now all users have to be part of a group that's not just "User" in order to use torque, because the "User" group gets stripped from the list of groups an account is part of. But torque doesn't allow the empty group either.

The best solution is to have a default group that a user gets assigned to if they aren't assigned to anything else.
