I updated the HUC basin data and the attributes switched from uppercase HUC4 to lowercase huc4. Consequently the classification files did not work. The default color of blue was used, which made sense, but moving the mouse over the map resulted in highlights behaving oddly. I mention this because it may be indicative of some other code problem. See the image below for what I am seeing.
