Understanding Pump Upgrade

Hi, I really love this mod and it works great. Just one thing I don't understand is how the pump upgrade works... what am I supposed to do to pump fluids in and out of the tank? It may seem like a dumb question but I couldn't find the answer with a Google search and after a brief look at the code it wasn't apparent what triggers the pump to work without deeper analysis. So I figured I'd just ask here. Thanks, and again, this mod is awesome!
