Has anyone encountered this problem? it occured when excuting "catkin build refusion"

format version 3 sounds really weird. It should be version 2. Have you modified the file?

the same issue. I meet this problem without modifying the file ， is there any advice ？ it may be solved by " sudo pip install -U rosdep rosinstall_generator wstool rosinstall
"
