Web admin sometimes stops working #51

Looks like https://github.com/PandABlocks/PandABlocks-rootfs/blob/master/rootfs/web-admin/admin-pipe.sh doesn't cope with the web server being wedged, it just spawns a new one. If this machine gets scanned, then this will probably kill it.

I suggest we run the web server under procserv all the time rather than under inetd.
