[BUG]-v1.15.2 on VC-4 aborts shortly after program start when all devices offline

Describe the bug
At time of testing, all devices are offline. Essentials progrma is Aborting about 10-15s after start running.

To Reproduce
Steps to reproduce the behavior:

1. Overheat rack room causing racks to power off and most network equipment to go offline. This is key! ;)
2. Tail log files with no filters
3. Restart Essentials program on VC-4 platform with client config
4. See program abort and tailed logs show TLDM exiting

Expected behavior
Would expect program not to abort when all device connection attempts fail.
