Package 2.5.0 (net35) lib folder missing when pulling package

Describe the bug
When referencing <package id="PepperDash.Essentials.Plugin.CrestronNvx" version="2.5.0" targetFramework="net35" allowedVersions="[1.0,2.0)"/> the lib folder containing is not present

To Reproduce
Steps to reproduce the behavior:

1. Update packages.config to reference:

• <package id="PepperDash.Essentials.Plugin.CrestronNvx" version="2.5.0" targetFramework="net35" allowedVersions="[1.0,2.0)"/>

2. Run _GetPackages.bat
3. After the bat files is finished, the lib folder containing the cplz is missing

Expected behavior
Pulling 2.5.0 should include the lib folder containing the cplz
