Export in scene hierarchy make UV mess up for some meshes.
But exporting mesh independantly somehow get me fine UV.
It might have some issue at scene hierarchy FBX generating part.
I am using Blender and can confirm this issue.

I have found a solution to this problem
The problem probably lies in the format of FBX. As we all know, there are two formats of ASCII and BINARY in FBX, and FBX in ASCII format will save the layer information of the model. The correct UV is not in the default first layer, which makes some rendering software The toolbag can identify the correct UV, but the UV layer information will be collapsed in MAX/MAYA, resulting in the erasure of multi-level UV information.
Solution: Use Noesis.exe to save the FBX file once. It may be that some features of Noesis allow it to recognize the correct UV layer. When saving as, set the correct UV layer as the default value.
