Validate multi-node key generation

In an e2e test it should be validated that when starting service-manager in a multi-node environment, the first one that locks the database will generate an encryption key and the following will wait until the key is generated and do not regenerate the key afterwards. This is the case only when using an empty storage for the initial configuration.
