My account has a record that, I understand, permanent did not properly process. I have not diagnosed exactly but I believe this means that the sftp service is hitting the "retry" cycle for accessing original file data for the record, which currently means it will wait to give up for, I believe, up to 9 minutes.
This is a fairly long time, and it's worth considering whether it should be lower. The reason for NOT having it be lower is for large file situations where some large amount of time is needed to process the file.
Note: This second concern would be fairly well solved by making that backend improvement to populate the original file data instantly on record registration.
