inhibit or redirect front-end access

@kfogel @slifty might make sense to go ahead and just halt access to the front-end for now since it's not rendering anymore and data loader is not operational either. In setting up new users I will just direct them totally to the API only.

@jmergy right now @hminsky2002 is working on #836 which will resolve those issues; We're expecting that to be finished in the next day or two.
