Description
Simulate the situation that soilders or tanks run out of ammo, unlike setting "Reload=0 or ReloadAmount=0",TechnoType can not fire when runs out of initial ammos, this specifies how many times the TechnoType will reload,after that, the TechnoType can't fire
Besides, PipWrap logic should be enhanced.
