Loaded scenario questions don't load in original format

Describe the bug
Questions do not keep their original format when loaded from a scenario. The question get broken into separate pieces and background scenario information is loaded into the authoring app view.

To Reproduce
Steps to reproduce the behavior:

1. Open two separate authoring apps
2. In first authoring app:
   2a. Select New Scenario
   2b. Select "New Question" and fill out details
   2c. Select "Save" and save current scenario
3. Move to second authoring app:
   3a. Select "Load" and load previously saved scenario
4. Compare Scenarios in both authoring apps

Expected behavior
For the question to be in the same format, as a whole selected object.
