P4G CEP v13.6 is now available

This release combines P4G CEP for Windows and Steam Deck into a single archive and drops the "CEP-XP" label for Deck.
It also updates Reloaded II to v1.28, which uses the all new .NET 9 framework.

Revision 1 includes an updated version of the BGME and Ryo Frameworks which should fix #10.
