Maintain ordering of data to reduce diff when new data is generated

Whenever we generate pull requests with new data merges, it is difficult to see what has actually changed because the ordering is not persisted, and some of the diffs are just existing content moving around.

We should enforce the ordering via sorting as a post-step of the data generation to prevent the diff being so wild.
