Character names sanitize hyphens

i'm pretty sure this is a background info/heritage/whatever decl thing, since i have characters with hyphens using my Signalis modpack and they work fine. need to override sanitize_background_name for the base culture if you want it allowed for everyone, or allow drones/posis/etc to take the synthetic culture. notably they should probably have their own species rather than be a trait variant of human fbp, to make that possible without letting base humans take it. or you could let base humans take it, go nuts!
