Prioritizing benefit programs

I made a spreadsheet with benefit programs and a few characteristics:

• Cost
• Whether it's in the Atlanta Fed Benefit Cliff Dashboard
• Agency
• Geographic level it varies at
• Complexity estimate
• Status in OpenFisca US

We can use this for prioritizing them, e.g. starting with high-budget low-complexity programs. If you have ideas for other attributes to include here, or other ways to prioritize or use this spreadsheet, feel free to comment.
