[FEATURE] Trigger Budget Box Voting Calcualtion

Problem

Need to trigger the voting calculation before the payouts as their might be changes to results and it may be too cost intensive to run on chain.

User Story(s):

As a admin, I want to be able to calculate budget box algorithm, so that I can see distribution of funding pool correctly.

Acceptance Criteria

• create budget box voting calculation script
• have a trigger button on the payouts for admin
• afterward need payouts

Limitations

• may be too gas intensive
