The README for PovertyAction/readreplace (now archived) has this notice:

Important Notice: This repository is no longer under active development. We have developed a new version of the program called ipareadreplace. The new program is part of the ipacheck package and is housed here. Thank you for your support and understanding.

However, I cannot figure out how to run ipareadreplace from ipacheck. It's not mentioned in the repo. "Is it still here in the repo? After installing, help ipareadreplace or help ipacfout don't find anything. Is it still here in the repo?

The new program is actually called ipacheckcorrections. Once you install the DMS, you can get the help file for the program using the command "help ipacheckcorrections". We will work on correcting the text on the archived page.
